In a hardhitting speech to the Police Federation annual conference, he branded the idea that constant reform of the police will tackle crime more effectively at a lower cost as "complete and utter nonsense".

The conference, in Bournemouth, was told Essex is on course to increase officer numbers by 600 within the next four years at a cost of 27 million scraped out of existing budgets.
The bulk of the savings has come from renegotiating contracts but the force has also saved hundreds of thousands of pounds by making officers fill up patrol cars at the cheapest petrol stations, cutting back on tea and biscuits for meetings, changing advertising, reducing the number of printers and even using cheaper pens.

Mr Baker said money has been saved in areas from insurance to buffets and sunglasses, and forces could recover up to 1 billion if they followed suit.

"We could form our own police force with a book and a telephone and just give everybody numbers," he said.
